Unable To Find Matching License To Transaction Line in GTM, Throwing Error Message "There is no matching license available" (Doc ID 3026256.1)

GTM Customer has defined License, License Line, License Type, License Code, License Category, Control Category, Control Code, Control Type, Compliance Rule, Compliance Rule Set and Compliance Rule Set Group.

When they run Control Screening, Transaction Line goes ON-HOLD because of controls implemented but unable to find matching license.

Steps to Reproduce
When manually executing the action : Actions > Manage License > Assign License

It displays the message: "There is no matching license available".
