Symptoms
When a learner withdraws from a course, a rule is configured to trigger an approval flow. The learner's representative receives the notification, without the option to approve or reject the withdrawal.
The issue can be reproduced at will with the following steps:
1. As a learner withdraw from an offering, where that offering is defined based on a DFF that triggers the transaction console rule conditionally. For instance, if the offering is tied to a price, it will get sent for approval.
2. The defined approver receives the notification in the bell icon, but it is not actionable.
