Error When Updating Manage Collection Preferences: A Selection is Required - You Must Make At Least One Selection

Symptoms
When trying to update any value in the Global Preferences section under the task 'Manage Collections Preferences', the following error occurs:
Error: A selection is required - You must make at least one selection
The error points to the Currency Conversion Type field under the 'Preferences' section. After populating that value, the following error occurs and the value for 'Transactions Tab: automatically display closed transactions' is removed:
Error: You must enter a valid preference value (IEX-615030)
The user is stuck in a loop and cannot save any changes.
