Symptoms
Candidates (pending workers) are not receiving onboarding, welcome, or new account emails at their home email address.
This started to occur after the 24B update.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Move a candidate to HR (or a Hire a pending worker)
2. Note that candidate did not receive new user welcome email or email with journey tasks
