Goal

Users are trying to find a way to restrict a shipment to the carriers in a carrier allocation only for that specific lane so that if all carriers in the allocation group decline the tender then the shipment will not RE-tender to any carrier outside the commitment allocation setup group

Example

Allocation group has Carrier A, Carrier B and Carrier C

Shipment is tendered to each one after another and all 3 Carriers decline the tender

At this point - the Shipment would not be assigned to another carrier and go into a status to alert the end users
