OCI Database Management Service : Delete External Container Database Resource Is Failing. (Doc ID 3027507.1)

Symptoms

 While deleting external container database resource from OCI console, getting below error

Cannot delete external container database <>-CDB until all enabled cloud services are disabled and the connectors are deleted



From the Job Output log: 

step: DISABLE_DB_MGMT_SVC: Error returned by Unknown operation operation in Unknown service service.(400, 400, false)

Cannot delete DBMGMT service for CDB id : <> as DBMGMT service is in ACTIVE state for PDB id : <>
