Fusion HCM Goal Management Unable To Load Library Goals Using HDL (Doc ID 3027757.1)

Symptoms

When attempting to load the Library goals using HDL, encountered the error message. Though ContentItemValueSetId not being a mandatory field. Successfully entered and saved values manually, on application page.
This is only failing on 24B
