On : 11.13.24.01.0 version, Global Human Resources
When attempting to submit Change Personal Information: Name for terminated employees,
the following error occurs.

An attribute in the approval rule has a null value

The issue can be reproduced at will with the following steps:
Submit Change Personal Information: Name > approve > error
