Submitting Timecard With An Absence Not Approved Does Not Withraw Absence Approval WF (Doc ID 3028590.1)

Goal

The use case is
 - Time consumer set is set with:
  > Project Costing & Payroll
  > Absence Approval Routing is Time approval rules
  It is expected that if a Time Card is submitted with an absence pending approval (Global AM WF) then Global AM WF is withdrawn and the absence is approved through the time card.

 - An employee submits an absence
 - The absence goes to the employee's line manager for approval
 - The employee create a time card with the absence pending approval (Global AM WF)
 - The employee submits the time card with the absence pending approval (Global AM WF)
 - Project & Payroll time card approval WF is triggered

Why Global AM WF is not withdrawn even though Absence Approval Routing is set to Time approval rules ?
