Symptoms

When sending a request for information before approving a task, the request is not received.

Approvers expect a request for information to be sent to the person picked in the UI.

The issue can be reproduced with the following steps:

1. An invoice is created, validated, and workflow initiated.

2. The approver sends a request for information to user xyz.

3. User xyz never receives the notification.
