BPM Approval Error: user XXXXX does not have WRITE privilege for PAYLOAD on task

Symptoms
On : 11.13.23.07.0 version, Expense Setup
One of user is unable to approve or reject a expense report through email. When we try to approve the mail is triggered but we are receiving a mail stating the the action has been taken but we still see the expense report is not approved or rejected in instance. Please find the screenshots attached for your reference.
Note: the above issues is only happening for expense report but PO is getting approved without any issues. Also client have highlighted that it was working fine few weeks ago without any issues.
