OCI VMDB: Change In Default Timezones Since 19.19 DBRU (Doc ID 3029760.1)

Symptoms

Observed that there is a change in behavior of default DB timezone in all new databases when it is provisioning or created.

The recent DB systems are getting created with dbtimezone as -07:00 by default without selecting any option for time zone during provisioning db system.

SQL> select dbtimezone from dual;

DBTIME

------

-07:00

This used to be +00:00 (UTC) before in earlier DB systems.

However, the OS time remains in UTC:

$ date

Wed Jan 24 07:14:00 UTC 20xx
