Unable to View Categories in Manage Categories for HR Help Desk Requests

Following 24B, When we go to 'Manage Categories for HR Helpdesk Requests', no categories are displayed except a few inactive ones. However, if we try to log an HRHD request, the categories do display in the drop-down.

What Is the Alternate Solution to View Categories In Manage Categories For HR Help Desk Requests?

-Navigate to Setup and Maintenance
-Setup: Service
-Service Request - Task Manage Service Request Categories
