Symptoms

Error returned when attempting to create a new report layout in BI Publisher Enterprise:

ERROR
-----------------------
Failed to execute 'send' on 'XMLHttpRequest': Failed to load 'https://primavera.oraclecloud.com/xmlpserver/js/xdo/widget/template/WindowImpl.tmpl?cacheBuster=20220311.0119'.

Please contact the system administrator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Reports, Report List
2. Select report, then in Layouts on bottom, click Add
3. Select a Blank Layout
