Account Assignment Changed Email Has Incorrect Site When Two Sites & Contracts Are Associated With An Organization (Doc ID 3030037.1)

Symptoms

This issue occurs when there are two sites/contracts associated with an Organization.

When user registers for the organization in one of the sites, the registration request shows up with the correct site in the list of pending registration requests.

When the request is then approved, the Account Assignment Changed email is sent but the reset password link in the email uses the other site's production URL
