On : 11.13.24.04.0 version, Participants

ACTUAL BEHAVIOR
---------------
Issue encountered with the file-based import for participant details where existing participant detail record's row are overwritten instead of creating new ones.

The customer is attempting to create new participant detail records using the File Import and Export functionality. However, instead of adding new records, the system appears to be overriding existing participant details.

EXPECTED BEHAVIOR
-----------------------
The system should create new participant detail records without affecting existing records.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
Import Management
Import participant detail using file-based import process.
