Symptoms
When attempting to create the external bank account template
the following error occurs.

1. Data exchange
2. HCM spreadsheet Templates
3. External bank account template
4. define external bank account
5. design External bank account
6. Add instructions : external bank account
7. Role access : External bank account
8. Review :External bank account
