Symptoms

 While awarding supplier the radio button is being deselected from award decision page even
If trying to select again warning message : “an award decision was already made”, however after submit for approval warning message is appearing: "You haven't awarded any suppliers. All responses will be rejected.

STEPS TO REPRODUCE
==================
    1.Negotiation status is closed
    2. Actions - Award - Award negotiation
    3. Select supplier - select award decision - save
    4. Supplier gets deselected from award decisions page
    5. Select supplier and save again - warning message appears: “an award decision was already made”
    6. After submit for approval, warning message appeard that no suppliers were awarded : "You haven't awarded any suppliers. All responses will be rejected
