Symptoms

Negotiation FYI Notifications Are Not Sent To Contacts that Don't Have a User Account post 24B release.

In 24B release, Negotiation FYI Notifications for Lifecycle change are not sent to contacts that don't have a user account. But notifications are being sent to additional contacts.
