Goal

SYS ML BALANCE EXTRACT : BALANCE UPDATED START TIME AND balance updated END TIME SHOULD HAVE CONSISTENT LENGTH FOR milli/nano second values
since the downstream applications using this extract are coded with 3 digit nano seconds Is there any way AFCS can generate the extract with consistent length for milli/nano second
