Immediate routing plan not applying resource filter condition

Immediate routing plan should apply resource filter condition
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create an immediate routing plan
2. Create a filter to restrict resources who will be able to have activities assigned to
3. Apply the filter in the routing plan resource filter
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, customer cannot have an intermediate routing execution from parent to child buckets since routing will assign activities directly to resources(who don't meet filter conditions).
