Why in Manage Project Cost – Creation Date displayed is different from the Audit Creation Date ?

For the Cost Transaction it was interfaced from an external system and created in Oracle on 02/22/2024 8:08pm (EST). This is the timestamp reflected on the audit (about this record) pop-up. This coincides with the schedule of our Project Cost interface to Oracle.
On the Manage Project Costs page however, the Creation Date is displayed as 02/23/2024. It appears the page is displaying the UTC date/timestamp instead of the EST timestamp. This is confusing to our business users and is an important metric in managing and billing project costs. Is there any way to correct this display, or is this a bug?
