DBAASCLI Hangs and Console Jobs Fail In ExaCS "OC2/OC3" Environments

Symptoms
ExaDB-D (ExaCS) VM Clusters running in US Gov OC2/OC3 Regions with Cloud Tooling ver 24.2.1.0.0_240529]
For ExaCS OC2/OC3 Environments that were upgraded on June 20, 2024 to Cloud Tooling version 24.2.1.0.0_240529, it was discovered shortly after it was released that DBAASCLI hangs and console jobs are failing.
We are currently working on a fix and expect it to push out to the fleet shortly.
Meanwhile any customers running Cloud Tooling version 24.2.1.0.0_240529 and experiencing the symptoms described below, should implement the workaround.
NOTE: This issue ONLY impacts this specific version of Cloud Tooling
