Symptoms
Requirement is to add import expenses/assessment and updating exchange rate on existing PO from external system via ReST services.
ERROR

It is observed that 'Exchange Rate' field is not available on these services however it is available on 'Create Purchase Orders' service.
Steps to Reproduce:

1. Create Purchase Order Expenses
2. Create Purchase Order HTS Assessments
3. Update Purchase Orders
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue it is not possible updating exchange rate on existing PO from external system via ReST services.
