Unable to assign the same person to the different project

We are unable to do the resource assignment for one employee against two proejcts in a same date range even though we enabled the " Allow over booking of project assignments" option available at "Manage Project Resource Management Implementation Options" page.

We are getting below mentioned error message:

"This resource assignment date range overlaps an existing assignment for the same resource and role. Select a different date range or role for this resource assignment."
