Purpose

There has been a technical change to the payload content for attachment endpoints. The following technical guide will outline the changes needed for any direct REST calls to attachment endpoints.
The technical change was first introduced in Oracle Permitting and Licensing 24B. Impacts were mitigated through the introduction of a new profile option that bypasses the need to update REST payload
