Symptoms

On : 24.A.13 version, API

When attempting to call an API using the plugin framework the following error occurs.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a plugin
2. Perform an API call using https://plugins-0-<instance_name>.fs.ocs.oraclecloud.com
3. Validate the results

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot execute OFS REST APIs using plugin framework.
