On : 11.13.24.01.0 version, Analytics

ACTUAL BEHAVIOR
---------------
BIP : Unable to cancel or resubmit the BIP job

When user is trying to edit the schedule job and resubmit the job, it is not cancelling/rescheduling. 

EXPECTED BEHAVIOR
-----------------------
Should be able to cancel/update the job

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Log in to BI > Select the report > Jobs > edit > change the frequency > resubmit the job > Job is still seen and not updated with new details

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot reschedule the existing job
