Enhancement Request: Is It Possible to Only Show Username and Password Login Dialogue for One User? (Doc ID 3035111.1)

Goal

Is there a way to show the username-password login dialogue for one specific user?  For example: a user with Single Sign-On (SSO) enabled can also see the username-password in login page, then select the SSO link under it.  Users without SSO enabled only see the normal login page.
