PQD Always On Option In The Configuration Tool Is Not Working As Expected - Special Filters Are Not Present (Doc ID 3035358.1)

Goal

When the "PQD Always on" option is set to FALSE, the Special Filters option is getting removed from the application. For the Special Filters to be available in the client at all, it seems that at least one of the PQDs should be set to True. It would be expected that the Special Filters are always available in the Client, irrespective of the selections for "PQD Always on”.
