SIOCS Does Not Process POS Return For Non Ranged Items

Symptoms
SIOCS is not processing a POS transaction return for an item that is not ranged if the return is using a inventory reason code that moves inventory to a non sellable bucket. It fails to process the MPS message.
ERROR

The issue can be reproduced at will with the following steps:
1. Receive POSProcessTransaction via the RestWS containing an item that is not ranged to the store in siocs
2. Message is not processed and fails in MPS_STAGED_MESSAGE
