Subscription Does Not Go For Approval When Created Via REST API (Doc ID 3036043.1)

Symptoms

ACTUAL BEHAVIOR
--------------------
Subscription does not go for approval when created via integration

Create a subscription using REST API, then go to UI, search it, go to Action -> Activate. Subscription is getting activated when it was expected it go for approval. Creating the same subscription via UI, it goes for approval.

EXPECTED BEHAVIOR
--------------------
Expect all Subscriptions to follow the same approval flow.

STEPS TO REPRODUCE

The issue can be reproduced at will with the following steps:
1. Create a subscription using REST API
2. Go to UI, search it, go to Action -> Activate
3. Subscription is getting activated when it was expected it go for approval
