Symptoms

ACTUAL BEHAVIOR
----------------------
Mixed pallet building unintended behavior - 'remnant'/'leftovers' of single order line are put in two separate mixed pallets.

EXPECTED BEHAVIOR
--------------------------

Step 1. Build full homogenous pallets, based on TiHi data.
  after building full pallets, there may be some 'leftovers' from order lines. Referred to as 'Remnants' 
Step 2. Build mixed pallet (limited by max volume - no need to consider TiHi), but don't allow 'remnant'/'leftovers' of single order line to be put in two separate mixed pallets.
