On : 11.13.24.04.0 version, Billing

ACTUAL BEHAVIOR
---------------
When closing a product line on an active subscription the final day is not included in the billing period.

Closing date Aug 15 - billing date from Aug 1 to Aug 14.


EXPECTED BEHAVIOR
-----------------------
The closing day has to be included in the billing period.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access an active subscription > Select a product line.
2. Close that line with a future date.
3. Generate billing and see the final bill doesn't include the closing day.
