Error when importing a .CSV file in Setup & Maintenance – Manage Supplier Products and Services Category Hierarchy

Task Manage Supplier Products and Services Category Hierarchy. The file you chose to upload isn't CSV format. Check or select a different file.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Manage Supplier Products and Services Category Hierarchy > click Create New > Import Setup Data from CSV file
- Source > Choose File > Error occurs
2. But the file is a CSV file
