Unable to update the PO cost via XorderDtlMod with Earliest Ship Date less than current VDATE

XorderDtlMod fails in RIB with " Earliest Ship Date must not be earlier than today."

Steps to Reproduce:
-----------------------
The issue can be reproduced at will with the following steps:
1. Create order with multiple items with varying lead time
2. ORDSKU Earliest Ship Date and Latest Ship Date is under the Earliest Ship Date and Latest Ship Date range of ORDHEAD for the item
3. Ship and receive partial units of the item
4. Perform XorderDtlMod via RIB
