Returning Items Report Invalid Data for Item Due To Incorrect LEVEL_VALUE from DB

Symptoms
ENVIRONMENT:
Oracle Retail Xstore Office Cloud Service.
REPORTED ISSUE:
It is reported that Stores are encountering inconsistent difficulties returning items and are having to process these transactions as blind returns.
Initial investigation seems to show that on the same day, for the same store and the same item, a DB lookup on the "LEVEL_VALUE" field for item 32531401 is returning different results. Transaction 15927 on 04/20/2024 return "GR" and processes successfully, yet transaction 15993 on the same day returns "PL" and results in an "Invalid data for item." error message being reported to the operator.
If a return is processed in country "GR", it should return the same country code as in the first transaction, but this did not happen in the second transaction, despite both transactions being from the same store, register, and business date.
