Symptoms
Service Request view-only users get looped to the home screen if they click Create Service Request by accident
Steps to Reproduce
-----------------------
1. Create view only custom role and assign the role to the view-only user
2. Login as an view-only user and go to service request summary page
3. Accidentally click 'Create Service Request' button and it brings home page back
4. Go to service center from home page, it does not open SR summary page but back to home page.
