On : 11.13.24.04.0 version, Financials/Accounting (Billing, Payments, Fees)
When attempting to process a chargeback refund to a snappay credit card. Receive general error message,
the following error occurs.

A general refund process failure has occurred. Contact your help desk.
STEPS

The issue can be reproduced at will with the following steps:
1. Log in to Oracle Public Sector environment,
2. Go to permit
3. Fees and payment > refund
