DBMS_SCHEDULER Scheduled Jobs Not Running After 19c Upgrade (Doc ID 3038193.1)

Symptoms

DBMS_SCHEDULER scheduled Jobs not running after 19c upgrade.

1. Scheduler is ok when only one RAC instance is up and running. If the other instance is started, dbms_scheduler jobs runs for a while then stop working.

2. If starting the database (both instances) from srvctl, scheduler don't start any job.

3. Starting instances individually from SQLPLUS prompt has the problem.

Changes

 Database upgraded from 12.1 to 19c
