Symptoms
Collecting QD Log with Thread Dumps in a specified interval is a widely used process for investigating any slowness/performance issue in OTM or GTM.
Sometimes it has been observed that, QD Log is getting generated but it doesn't capture any threads in it. Even if Customer tries multiple times, the behavior remains same. Furthermore, in case of a Cloud installation, if Oracle Cloud Operation Team tries to capture the QD Log from their side, it also behaves similarly.
