Cannot Create A Visual Builder Studio Because Of Required Tags (Doc ID 3039058.1)

Symptoms

Cannot create a Visual Builder Studio instance because of required tags. During the "Create Visual Builder Studio Instance" process, in the CI/CD Setup page, a red banner shows error message:

"Invalid tags: Resource creation failed because the resource requires tag value(s). Add a value to the each of the following tag definition(s): GLOBAL.ComponentType, GLOBAL.ApplicationName, GLOBAL.EnvironmentType, GLOBAL.AppID, GLOBAL.BillingCode, GLOBAL.ApplicationSupportGroup,
GLOBAL."
