OIC Instances Failed While Processing Authentication at Trigger (Doc ID 3039582.1)

Symptoms

 Over a period of time, many of OIC instances failed while processing authentication at Trigger. Failed due to - 401 : Unauthorized","errorCode":"401". From the OIC logs we can see IDCS error/exception "Request rejected. System received too many requests".
