ACTUAL BEHAVIOR

Fields are greyed out when a user tries to add a new development goal

EXPECTED BEHAVIOR
-----------------------
Expect user should be able to complete the details for adding new development goals

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Me > Career and Performance > Goals Center
2. Click Development > Click Add > Fields are locked
