RDFCS v19: RDFHelpConfig JSON Goes Missing After Running Patch Domain Task (Doc ID 3040365.1)

Symptoms

It is observed that following a config patch, the RDFHelpConfig.json gets removed from the domain. When user tries to retrieve the RDFHelpConfig.json, the file is not found.
