Symptoms
On Stack Monitoring, CDB has been discovered but DB System discovery / Refresh fails with below errors in the Discovery Job Output.
ERROR Failed to Discover DB System. Error returned by Unknown operation operation in Unknown service service.(400, InvalidParameter, false) Database System resource cannot be created if Database System discovery is not in active state (opc-request-id: <OPC-REQ-ID>) Timestamp: <TIMESTAMP>
