After 24C update, when creating budgets on burden disabled projects through FBDI or REST, cost amounts in Project currency and Project ledger currency are computed as 0. This will impact baseline of budgetary control enabled budgets and reporting of budget amounts. No impact to budgets created from UI. This impacts budget creation, addition of resources and updates to budget amounts performed using FBDI and REST interfaces only.


STEPS

The issue can be reproduced at will with the following steps:
1. Navigate to Project Financial Management
2. Click on Manage Project Budget
3. Manage Budget versions, Cost budget shows 0
