Oracle Fusion Learning Cloud: Cannot Preview Content as an Administrator or Launch Content as a Learner

Symptoms
Learning Specialists are seeing the following behavior when trying to Preview Content:
- When a learning administrator goes to My Client Groups -> Learning -> Content.
- Search for the content where the issue is occurring and try to Preview the content.
- Content does not launch or shows a warning message like "Did you mean oraclecloud.com?".
When a Learner launches the content the user is trying to Preview, they see a different message:
- As a learner, go to Me -> Learning -> Current Learning.
- Open the assignment containing the same content the Learning Specialist is trying to Preview.
- A different error message is returned based on content type. For example, the video player shows a black square with no options to start the video.
