"Unexpected EOF in prolog" Error When Importing an MSP XML File into P6 Professional

Symptoms
When importing a Microsoft Project XML file the following error is received:
ERROR
Found in the Import Log file:
Unexpected EOF in prolog
at [row,col {unknown-source}]: [1,54]
The issue can be reproduced at will with the following steps:
1. Log-on to P6 Pro.
2. Go to File > Import.
3. Use the Import Wizard to import a Microsoft Project XML.
4. Import fails with the reported error found int the Import Log file.
