Symptoms

On : 11.13.24.04.0 version, Permits

Expired Permits Applied for Before Grace Period Implemented

Permit was submitted before Grace periods were implemented.
Permit Application expired - permit is in Plan Review status/never issued.

Staff can't reopen the application.

Noted Observations:
Plan review was completed before expiration; cycle result with fail needing corrections so, no plan reviews should have cancelled status. This appears fine on permit.
Inspections were NOT cancelled
Workflow task was not cancelled
